BOARD’S ACT:
1. SHORT TITLE AND COMMENCEMENT:
  • This act may be called the Federal Board of Intermediate and Secondary Education Act, 1975.
  • It shall come into force on such date  as the Federal Government may, by notification in the official Gazette, appoint in this behalf.
2. DEFINITIONS:
In this Act, unless there is anything repugnent in the subject or context
  • “Board” means the Federal Board of Intermediate and Secondary Education;
  • “Chairman” means the Chairman of the Board;
  • “College” means an institution within the jurisdiction of the Board and affiliated to it for intermediate education, and includes a college having intermediate and degree classes and affiliated to a university for degree classes;
  • “Committee” means a committee constituted under this Act;
  • “Head of the Institution” means the Principal of the College or the Headmaster or Headmistress of the School;
  • “Headmaster” and “Headmistress” include the principal of the school.
  • “Institution” means a college or school;
  • “Intermediate College” means an institution affiliated to impart intermediate education, and includes an institution imparting both intermediate education and secondary education;
  • “Intermediate Education” means education relating to Class XI and XII;
  • “Prescribed” means prescribed by regulations;
  • “Principal” means the Head of the College;
  • “Affiliated” means affiliated with the Board;
  • “School” means an institution under the jurisdiction of the Board and connected therewith for imparting secondary education only;
  • “Regulations” means regulations made under this Act;
  • “Secondary Education” means education relating to Class IX and Class X and such other classes as the Federal Government may declare to be classes of secondary education; and
  • “Secretary” means the Secretary of the Board.
3. JURISDICTION OF THE BOARD:
The Board shall exercise the powers conferred on it by or under this Act in respect of institutions situated within the Federal Capital Territory, the Federally Administered Tribal Areas, and such States and Territories which do not form part of any Province. , as it includes or may include. Pakistan, By affiliation or otherwise, institutions established by the Pakistan Mission or Pakistani nationals abroad and all other educational institutions within the country and abroad desirous of affiliation with the Board, including those established under the Cantonment Act. Such institutions under the jurisdiction of Cantonment Boards. , 1924 (II of 1924), obtaining affiliation as a Board.
4. COMPOSITION OF THE BOARD:
  • The Board shall consist of the following members, namely:
  • The Chairman will be appointed by the Federal Government.
  • Two Vice-Chancellors to be nominated by the University Grants Commission;
  • A nominee of the Division managing the Board not below the rank of Deputy Secretary in the Federal Government.
  • A nominee of the Directorate of Military Lands and Cantonments to represent Cantonment Boards;
  • A Principal shall be elected by the Principal from among themselves in the prescribed manner.
  • A Headmaster of the School for Boys shall be selected from among the Headmasters of the Boys’ Schools in the prescribed manner.
  • A headmistress of a school for girls shall be chosen from among themselves in a manner decided by the headmistresses of schools for girls;
  • Director General, Federal Education System, Islamabad;
  • Director, Institute of Islamic Research, Islamabad.
  • Three members, one of whom shall be a woman, shall be elected by the National Assembly from among its members.
  • Two members shall be elected by the Senate from among its members. And
  • One representative each from the Provincial Government, the Independent Government of the State of Jammu and Kashmir, the Administration of Federally Administered Tribal
  • Areas and the Government of Gilgit-Baltistan.
5. TERMS OF MEMBER OF THE BOARD:
  • A member, other than the former member, shall hold office for a period of three years from that date, unless the Federal Government, in the opinion that it is necessary to do so in the public interest, removes him from office. . His election or nomination, as the case may be.
  • No former member shall cease to be a member if he ceases to hold the office to which he was appointed by reason of holding the office.
  • Any casual vacancy in the office of a member, other than an ex-officio member, shall be filled by election or nomination, as the case may be, and the person so elected or nominated shall hold office for the indefinite term of his predecessor. Will handle.
  • Any member of the Board may, in writing addressed to the Chairman, resign his office, provided that the resignation shall not take effect until accepted by the Chairman.
  • A member shall, on the expiry of his term of office, be eligible for re-election or re-nomination.
6. MEETINGS OF THE BOARD:
  • The meeting of the Board shall be held in such manner and at such time as may be determined. Provided that, until regulations are made in this regard, such meetings shall be convened by the Chairman.
  • In the absence of the Chairman from any meeting of the Board, the members shall elect one member from among themselves to preside over that meeting.
  • No act or proceeding of the Board shall be void merely on the ground that there is a vacancy or defect in the constitution of the Board.
7. POWERS AND FUNCTIONS OF THE BOARD:
  • Subject to other provisions of this Act, the Board shall have power to organize, regulate, promote and control intermediate education and secondary education.
  • In particular, and without prejudice to the generality of the foregoing power, the Board shall have the power to:
  • No act or proceeding of the Board shall be void merely on the ground that there is a vacancy or defect in the constitution of the Board.
  1. organizing and conducting examinations relating to intermediate education and secondary education;
  2. Prescribe courses of instruction for examinations conducted by the Board, provided that the Board prescribes different courses of instruction for different classes of the institution.
  3. affiliates in Pakistan or outside Pakistan;
  4. To control and regulate examinations conducted by foreign agencies, professional bodies or institutions or universities at the level of intermediate education and secondary education in Pakistan with the approval of the Federal Government;
  5. withdraw affiliation if satisfied after an inspection under clause (h) that the standards of management and instruction in an institution justify withdrawal, provided that affiliation is not withdrawn without the prior approval of the Federal Government;
  6. fixing, demanding and collecting prescribed fees;
  7. Cause inspection by such person or persons as the Board may designate of the institution or institutions applying for affiliation.
  8. To take measures to promote the physical and moral welfare of the students of affiliated institutions and to supervise their accommodation, health and discipline;
  9. To organize and conduct lectures, demonstrations, educational exhibitions and take such other measures as may be necessary to promote the quality of intermediate and secondary education.
  10. Institute and award scholarships; Medals and prizes are subject to such conditions as may be prescribed and acceptance of such conditions for the same subject as the Board may think fit;
  11. prescribing the study of textbooks or other books and arranging for the publication of such textbooks or other books;
  12. regulating the imposition of penalties for misconduct with students, teachers, examiners and examiners;
  13. Determine eligibility for appointment of teachers in institutions affiliated to the Board.
  14. To submit his views to the Federal Government on any matter with which he is concerned or the Federal Government or any Provincial Government or any educational institution may approach him for his advice.

  • The Board may delegate any of its powers to the Chairman or any officer of the Board or to a committee or sub-committee appointed by him.
8. POWER OF THE FEDERAL GOVERNMENT:
